programme change

Hi,
In my configuration, Linux sampler gets instruction from Rosegarden and I am using Sonatina Symphonic Orchestra sounds bank.
I want to play several phrases of staccato notes ending with a long sustained one on a flute.
I first achieved that using two different channels: one for flute staccato and one for flute sustain.
Then I merged both channels and added a programme change event right before the sustained note (toward flute sustain) and another before the first staccato note to get back to the flute staccato sound.
But the sustain note is still staccato and the first following staccato note is sustained. Is that a regular delay in acknowledgment of programme changes?
